Croatia tolls 2027: Crolibertas explained

From 1 March 2027 the barriers on Croatian motorways disappear. Tolls are paid digitally through your number plate or an ENC tag, and unregistered drivers pay a penalty. Here is what to do before you drive.

What changes on 1 March 2027

Croatia is replacing toll booths on all motorways with the electronic system Crolibertas. It covers motorways run by Hrvatske autoceste (HAC), Bina Istra (the Istrian Y) and Autocesta Zagreb–Macelj. Around 212 toll gantries with cameras record vehicles at speeds of up to 130 km/h. Until the end of February 2027 you pay at toll booths as before.

Tolls remain distance-based. There is no vignette like in Austria or Slovenia. You can no longer pay cash at the exit, although accounts can be topped up in cash at sales points.

    Two ways to pay

    • Number plate registration (cars and motorcycles up to 3.5 t): enter your plate, country and payment card in the official portal. No device is needed.
    • ENC tag: still available, but it must be linked to your plate and a valid payment method. ENC is mandatory for vehicles over 3.5 t.

What if you are not registered?

Driving without registration means paying the toll for the distance driven plus a statutory penalty of €120. If a patrol finds that your vehicle is not in the system and you do not register, you must leave the motorway at the next exit. Driving on counts as a new unregistered use. Foreign plates are no protection: Croatia can obtain keeper details through EU vehicle registers.

    Beware of unofficial websites

New toll systems quickly attract unofficial sites that sell “registration” for a fee. Register only through the official Crolibertas or Hrvatske autoceste portal, published at crolibertas.hr and hac.hr. Registration itself costs nothing beyond the tolls you drive.

On 1 March 2027 on all Croatian motorways. Until the end of February 2027 you pay at toll booths as before.
Is there a motorway vignette in Croatia?
No. Tolls are still charged by distance, and no vignette is planned.
What is the fine for not registering?
You pay the toll plus a statutory penalty of €120. Unregistered drivers stopped by a patrol who do not register must leave the motorway at the next exit.
Do I need an ENC tag?
Not for cars and motorcycles up to 3.5 t. Registering your plate with a payment card is enough. ENC is mandatory for vehicles over 3.5 t.
