How gross becomes net in Croatia

  • Pension contributions: 20 % of gross salary, split into 15 % for pillar I and 5 % for pillar II (or 20 % for pillar I only).
  • Reduction for lower salaries: for gross up to €700 the pillar I base is reduced by €300, and between €700.01 and €1,300 by 0.5 × (1,300 − gross). That is why net pay is relatively higher for lower salaries.
  • Personal allowance: the basic allowance is €600 per month. For dependants a multiple of €600 is added: first child 0.5, second 0.7, third 1.0, fourth 1.4, fifth 1.9, sixth 2.5, other dependant 0.5.
  • Income tax: on the tax base (income minus allowance) at your city's lower rate up to €5,000 per month (€60,000 per year) and the higher rate above that. The local surtax (prirez) was abolished in 2024.

Example: gross €1,500 in Zagreb, no children, both pillars: contributions €300, income €1,200, tax base €600, tax 23 % = €138, net €1,062.

Income tax rates by city

Since 2024 every Croatian city and municipality sets its own income tax rates within legal ranges. Zagreb may charge the highest rates (up to 23 % and 33 %); municipalities without their own decision apply 20 % and 30 %. The rate depends on where the employee lives, not where the employer is based.

What an employee costs the employer

On top of the gross salary the employer pays 16.5 % health insurance contributions. For a gross salary of €1,500 the total cost is €1,747.50. The minimum gross wage in 2026 is €1,050.
